There were several reasons for forming an alliance rather than another teaming format including:

• Ability to share existing resources without transfer of ownership
• Ability to leverage purchasing power
• Ability to consolidate mutual service functions
• Ability to retain local control at each site while benefiting from standardization
• Ability to have "influence” in the industry while still maintaining single nuclear site status
• Ability to selectively choose projects and initiatives
• Ability to include non-USA members in project, as appropriate
