USA Site Representatives Announced

As part of the new Utilities Service Alliance (USA) 2.0 Business Model, the following individuals were selected as USA Site Representatives by their respective station Chief Nuclear Officers effective the beginning of 2018.  These individuals will serve as the primary point-of-contact at their respective organizations for all USA activities. You are encouraged to reach out to them with any questions you may have.

“These individuals have been selected because of their drive, leadership and passion for continuous learning and improvement,” said USA President and Chief Executive Officer John Christensen. “I’m extremely excited about the new direction at USA and these individuals demonstrate engagement and positive attitudes that will be instrumental in implementing our vision of how USA can drive value at our member stations.”

Doug Davis has been named Comanche Peak’s USA Site Representative.
“I look forward to working with this great team of nuclear professionals and leaders. I’m dedicated to not only helping Comanche Peak and the USA fleet achieve excellence, but learning from each of them as well.”

Doug is a 39-year veteran of Comanche Peak, spending 11 years leading Maintenance teams in top tier performance. Doug has also led the site’s Engineering, System Engineering, Continuous Improvement, Performance Improvement and Nuclear Oversight organizations. Additionally, he has had extensive experience in nuclear safety culture, human performance, strategic planning, performance monitoring and Institute of Nuclear Power Operations (INPO) interface. Doug is a graduate of Texas A&M University with a bachelor’s degree in mechanical and materials engineering.

Dan Emery is the Training Manager and USA Site Representative for Donald C. Cook Nuclear Plant. He is responsible for the day-to-day operations of the Training department including Operations, Maintenance, Engineering and technical training programs. Previously he worked at Kewaunee and Davis-Besse nuclear plants. He served in the U.S. Navy from 1994 to 1999. Dan has a master’s degree in Business Administration from the University of Toledo and a bachelor’s degree in systems engineering from the U.S. Naval Academy.

Marian Kellett returns to the position of USA Site Representative for Energy Northwest/Columbia Generating Station for a third tour of duty, having previously served on USA’s Management Council. Marian has worked at Energy Northwest for more than 28 years and started her nuclear career in Training.  Marian then moved to support Columbia as the Human Performance Program Manager, establishing Columbia’s HU program. She then moved to corporate support as Records and Information manager.  Currently, Marian is the assistant to the vice president for Operations with a breadth of duties that include site coordination of the Nuclear Energy Institute’s Delivering the Nuclear Promise initiative. She has participated in multiple plant, corporate and World Association for Nuclear Operators (WANO) evaluations and assist visits, as well as providing international support in the area of human performance. Marian holds a bachelor’s degree in organizational communications.

Michelle Kelly is the Fleet Organizational Effectiveness and Performance Improvement Manager for Xcel Energy Nuclear. Overall her responsibilities include organizational effectiveness, performance improvement, human performance, procedures, records and administrative support. Michelle has worked for Xcel Energy for more than 14 years in various positions including System Engineering, Program Engineering and Performance Improvement. Previously she worked in System Engineering at Peach Bottom Atomic Power Station and Cooper Nuclear Station. Michelle holds a bachelor’s degree in mechanical engineering and physics.

David Kimball is the Director of Nuclear Oversight for Nebraska Public Power District's (NPPD) Cooper Nuclear Station. He started his career at Cooper on March 1, 1988, achieving 30 years of nuclear experience. David has served the district in multiple positions but most recently as the Director of Asset and Project Management at the corporate headquarters in Columbus, Neb., having responsibilities for all district assets, capital improvement plans, work management, the districts inventory and overall project performance. David climbed the ranks at Cooper starting as a Radiation Protection technician, then spending several years in Radiological Management, Outage Manager and finally worked as the station’s Production Manager, prior to moving to corporate in 2008. He returned to the site full time Nov. 17, 2014, as the Director of Nuclear Oversight. David holds a bachelor’s degree in mathematics and education.

Edwin Kokosky is Director - Oversight at DTE Energy an electric utility serving 2.2 million customers in Southeastern Michigan.  He has 36 years of experience in the nuclear industry starting with Radiation Protection at Donald C. Cook Nuclear Plant in 1981 and Fermi 2 Nuclear Plant in 1983.  Ed has served as a manager in Radiation Protection, Chemistry, Industrial Safety, Maintenance, Work Control, Training, Performance Improvement, Nuclear Oversight and Director of Organizational Effectiveness responsible for overseeing Training, Licensing, Regulatory Affairs and radiological emergency response. Currently as the Nuclear Oversight Director, Ed is responsible for establishing a sustainable oversight model for Fermi and includes leadership of management review meetings, nuclear safety review group, and INPO readiness.

Alec McGalliard is the Gap Focus Owner for IER 17-5, Line of Sight to the Reactor Core/Operations Fundamentals for 2018 and served as the Gap Focus Owner for Reactivity Management in 2017 for the USA Fleet and the South Texas Project (STP) USA Site Representative. Alec has been at STP for more than 26 years following his service in the U. S. Navy Nuclear Submarine Fleet. He started his career at STP in operations and earned a Nuclear Regulatory Commission Reactor Operator’s License. In addition, Alec served as the Manager of Performance Improvement and Organizational Effectiveness, Manager of Fukushima Response, the STP Owner Liaison and Manager of Staff Support and Supervisor of nuclear steam supply and balance of plant systems in Engineering. Alec holds a Master of Science in management and a Bachelor of Science in nuclear engineering technology.     

Meghan Thorpe-Kavanaugh was recently appointed as the CNO Technical Assistant, INPO APOC and USA Fleet representative at Susquehanna Nuclear. For the past four years, Meghan worked in the Nuclear Oversight Department at Susquehanna as the Operations assessor and qualified auditor. Prior to this position, Meghan worked for the Nuclear Regulatory Commission for 10 years. During that time, she served as resident inspector at Point Beach and Braidwood, and a qualified reactor engineer for Byron, Braidwood and Prairie Island in Region III. She also spent time at NRC Headquarters as a licensing project manager. During that time, Meghan was responsible for various plants including Byron, Braidwood, Fermi 2, Quad Cities, Dresden, Clinton and the Exelon fleet. Meghan holds a master’s degree in nuclear engineering from Rensselaer Polytechnic Institute and a bachelor’s degree in physics and business administration.

USA is an alliance consisting of eight utilities operating nuclear power stations that include: Columbia Generating Station; Comanche Peak; Susquehanna Nuclear, LLC; South Texas Project; Fermi 2 Power Plant; Monticello Nuclear Generating Plant; Prairie Island Nuclear Generating Plant; Cooper Nuclear Station and; Cook Nuclear Plant. In addition to administering a network of more than 60 nuclear suppliers, USA helps its members leverage their combined resources, talent and expertise to serve their customers with clean, safe, reliable and cost-efficient energy.
