As previously communicated, the USA board of directors unanimously approved changes recently to the fleet’s Governance, Oversight, Support and Perform (GOSP) model in April of this year. The changes will take effect January 1, 2016. The first phase of the change is underway with the development of job descriptions and governance documents approved at the June board of directors meeting.

“The sub-committee has done an excellent job of developing clear Job Descriptions so the selection process can begin,” noted USA Board Chairman Tim Rausch, senior vice president and chief nuclear officer for Susquehanna.

The first hire will be the USA Director – Performance Sustainability (DPS). This position is closely aligned with the INPO performance monitoring leader (PML) position. In addition, the position will be responsible for integrating and working with INPO to assist in identifying station and fleet trends that may impact excellent operations. The station Site VPs and CNOs are in the process of identifying qualified candidates for selection to this position and we expect this to be complete in July. This position will then be involved in the selection of the Site Rep/CFAM candidates.

John Christensen, USA VP – Operational Performance has now assumed the responsibility to coordinate USA fleet support for any stations that are in the INPO Increased Involvement, Recovery or Escalate categories. Actions are currently underway to support Salem, Prairie Island, and Susquehanna with fleet support during their recovery efforts.

The most significant change rolling out in July is the creation of a USA site rep/CFAM at each fleet member station. This role is a combination of the roles of the Management Council rep and a corporate functional area manager (CFAM). These positions will be referred to as CFAMs with the selected individuals serving as technical experts and leaders in their designated area. Starting July 1, Job Descriptions and ‘postings’ will go out to each station so interested candidates can get their names submitted for consideration. Anyone interested in these new positions should contact your Site Leadership Team (SLT) member. We will also be establishing a FAQ page on the USA web-site to answer any questions you may have.

Since the original communication there has been significant discussion concerning which areas should have CFAMs. Based upon feedback from INPO, the current CPTLs, the MC, SLT and BOD, it was agreed to split Chemistry and Radiation Protection into separate groups. As a result, one team would have to be absorbed by another team. It was decided that the Industrial Safety and Human Performance teams would most effectively act as sub-teams to one of the other areas so we will proceed that direction. The final ten CFAM technical areas will be: Operations, Maintenance, Training, Radiation Protection, Chemistry, Engineering/Equipment Reliability, Performance Improvement, Work Management, Emergency Response (Security/Emergency Preparedness) and Outage.
