The Utilities Service Alliance (USA) Emergency Preparedness (EP) Core Peer Team recently helped train 19 new emergency preparedness managers at an Institute of Nuclear Power Operations (INPO) seminar. USA was represented by EP Team Leader David Burgin who served as one of three industry mentors.

“The goal of the program was to help these new managers identify issues that impact their EP organization including the recent rule changes,” explained Burgin. “More importantly, we wanted them to better understand the resources and supports that are available to help make them a success.”

EP programs have faced major challenges the past few years as regulations continue to change. New requirements resulting from Fukushima and hostile action based scenarios have increased the importance of having a strong EP program.

The USA fleet continues to take a proactive approach within the industry through its involvement in the Nuclear Energy Institute’s EP Working Group. The group is chaired by USA Board Chairman Tom Joyce and includes participants from USA members: Dave Burgin- PSEG Nuclear, Anndria Gaerity- PSEG Nuclear and Ed Weinkam- Xcel.

During the new EP managers’ seminar, Burgin led discussions on emergency response facilities and equipment as well as interfacing with offsite response organizations.

“EP organizations are successful when they have the commitment from station leadership – everyone has a role in the emergency response organization,” explained Burgin. “This includes our partnerships with our local communities who support our goal of protecting the health and safety of the public.”
