To drive sustained performance excellence throughout the USA fleet, a USA Director – Performance Sustainability (DPS) will be selected by the USA Site Leadership Team (SLT) and Board of Directors. In alignment with the INPO performance monitoring leader (PML), this position will assist in the development and implementation of fleet assistance to stations to address performance trends impacting excellent operations.

The DPS will be responsible for the key functions of the USA fleet’s Governance, Oversight, Support and Perform (GOSP) model.

Governance

The DPS will serve as the USA Fleet’s primary point of “corporate” INPO contact for the USA stations in the “monitoring and engage” and “elevate” categories. Remaining current on INPO and industry trends and standards that impact station performance will be a priority for this position. The overall outcome is to identify negative trends in performance issues before they become significant and the appropriate fleet resources to support resolution.

Oversight

When required, the DPS will visit fleet stations to make direct observations of behaviors, nuclear safety culture, equipment, material condition and implementation of important programs and processes. The DPS will interact directly with station senior leadership on issues when signs of decline are identified.

Support

The DPS will engage appropriate functional area support as required to provide fleet resources to support station elevation and escalation plans. They will engage and collaborate with INPO/WANO personnel in technical departments, recovery, accreditation and plant evaluations to support effective monitoring of station performance.

Perform

The DPS will monitor and communicate station performance trends to the USA Site Leadership Team and Board of Directors. The DPS will provide oversight of the Corporate Functional Area Managers (CFAMs)/Site representatives.

Candidates qualified for the DPS position will be identified by the stations’ site vice presidents and chief nuclear officers.

As newly created positions, a USA site representative/corporate functional area manager (CFAM) will be named at each fleet member station. This position is responsible for the oversight of all USA activities on site. They will drive performance improvement by working with designated Core Peer Teams (CPT) and the USA Site Leadership Team (SLT) to bring fleet-like behavior to member stations to improve fleet performance and achieve fleet excellence.

The USA site representative /CFAM is a dual role position in the USA structure and combines the role of CFAM and the historical role of the Management Council (MC) representative. The USA site representative/CFAM has the primary responsibility for USA Corporate Governance and Oversight. These positions will be referred to as CFAMs with the selected individuals serving as technical experts and leaders in their designated area. The CFAM technical areas will be: Operations, Maintenance, Training, Radiation Protection, Chemistry, Engineering/Equipment Reliability, Performance Improvement, Work Management, Emergency Response (Security/Emergency Preparedness) and Outage.
